University Teachers Waiting for Revised Pay Scales

New Delhi: Lakhs of university teachers in India are awaiting the implementation of salary revision announcement by the Human Resource Development (HRD) Ministry. The notice regarding the revision was issued by the Ministry in December 2008.

The hangup is attributed to the University Grant Commission (UGC) waiting for the HRD Ministry's formal approval for deciding the salaries in different pay bands for the university and college teachers as per recommendations of the Central Pay Commission. The ministry has also reportedly instructed UGC not to issue any notification regarding salary without a go-ahead by the ministry. The delay is despite the announcement made in Lok Sabha on 31 December 2008, after consent of the Cabinet.

The delay is attributed to prolonged shuttling of files between the HRD Ministry and the Expenditure Department, Ministry of Finance. The notification had clearly stated that the fixation of salaries would be done in accordance with the Central Pay Commission fixation tables. Despite this the things are moving very slowly causing uproar among the teaching community throughout the country.
