New Delhi: Human Resource Development (HRD) Minister Kapil Sibal said that a framework is required for investment for expansion of higher education. Further, he said that they need a policy framework to invest in education, if they have to increase the gross enrollment ratio to 30% by the year 2020.
Mr. Sibal also emphasized on the need for a change in the pattern of education. He said that education should be child-centric, not exam-centric. Mr. Sibal said that the private sector needs to create education infrastructure to meet the target of 30 percent gross enrollment ratio, by 2020. He said this while speaking at a higher education summit, which was organized by the Federation of Indian Chambers of Commerce and Industry (FICCI).
As per sources, the HRD Minister also called for a global partnership in the field of education. He also emphasized on a greater role for the private sector, sources added. Mr. Sibal said that the country will need 800 new universities and 40,000 new colleges to meet the aim of 30 percent GER (gross enrollment ratio), by 2020. In addition, he said that Government alone cannot meet this aim.
Furthermore, Mr. Sibal said that while India had job opportunities, it lacked trained human resource. Students go abroad, but that is a miniscule (number), capital must move to the place where human resource is. He said this statement while calling for global partnership and inviting foreign universities to India.
