New Delhi: 39th meeting of National Council for Vocational Training (NCVT) was held on Wednesday i.e. January 12, 2011, in New Delhi. As per sources, the Minister of Labor & Employment Mallikarjun Kharge attended the meeting. He said that skill development is an important policy instrument of the government to meet the growth rate of 8 to 9 percent and also to enhance employability and earning capacity of workforce.
Furthermore, Mr. Kharge added that the government is promoting skill development in a much bigger way and the efforts are to make it inclusive and equitable. In addition, he said that the 'National Policy on Skill Development' aims at empowering all individuals through improved skills, knowledge and internationally comparable qualifications. As per sources, the policy has set a target to train 500 million persons by 2022. However, the target for the Ministry of Labor & Employment is 100 million, sources added.
Moreover, sources told that the Directorate General of Employment and Training (DGE&T) has come up with a new scheme to establish 1500 Industrial Training Institutes (ITI) and 5000 Skill Development Centers (SDC). The proposed institutes will be established under the Public-Private Partnership (PPP) mode under a project called Kaushal Vikas Yojana, sources added. Mr. Kharge said that DGE&T have made a plan to train youth of 35 districts affected by left wing extremism.
Furthermore, Mr. Kharge said that a new centrally sponsored scheme for up-gradation of 20 ITIs in northeastern (NE) states and Sikkim and supplementing infrastructure deficiencies in 28 ITIs in NE states and Sikkim is also under consideration. As per sources, the government is also taking initiative in expanding training facilities for instructors. Sources told that the Mr. Kharge has asked the state governments, trade unions and industry associations to contribute actively and effectively to accompaniment the central government's efforts for better skill training in the country.
In addition, Mr. Kharge presented two awards on the occasion. As per sources, Tamil Nadu state bagged the running shield for the best state whose trainees secured highest total marks in all the trades in an all-India level competition. While, a trophy and a certificate from the President of India for the best establishment in all the trades was presented to BOSCH Ltd.
